Update Usacloud to latest-stable version

Usage:
  usacloud update-self

update-selfコマンドがGitHub APIを呼ぶ際、環境変数GITHUB_TOKENがセットされている、またはgitconfigのgithub.tokenが設定されている場合はそれらを利用します。
